Awesome idea. It's 2:30 AM here in California USA, and I didn't check what the local times are for each feed but right now the places are all unoccupied and presumably closed. You can bet I'll be checking them again during business hours.

I can't capture video conveniently but I'll get still if I see anything.
(I'm assuming there are no archives or playback capability as there is with C-Span)

The Lafayette stream, from the restaraunt, has a camera icon, indicating that you can take "snapshots". That might help things a little bit.
