Trying to find a movie - Televisionx early 90s

Shown on Televisionx... possibly early to mid 90's.
The film was about a high class brothel with hidden cameras in the room.
The scene I'm trying to find was an amazing upskirt one.
The madam of the brothel was sat on the edge of her desk taking a phone call. She was wearing white holdups I think..she lifted one leg up onto a chair and the camera lingered up her skirt...
I hope someone remembers it
