Nope, I've seen that movie so many times. There's definitely no footsie scene in it.

As Timster said, there was no scene. It was just a parody of the brief crush that Murtaugh's oldest daughter had on Riggs the first night he came over for dinner.

Great movie too, one of the best cop action flicks ever made.
