I've never seen the movie though. I only remember Barbara Stanwyck from The Big Valley (knee high boots and a whip! )

While it is a great scene, it is not on topic for this site. She "merely" has her foot in the air and her foot does not touch Gary Cooper. The camera angle of the still may make it appear that way but he just reaches out and touches her foot to find it is cold and wet, no seduction there other than mental. Stanwyck has great foot scenes in other movies too, notably The Lady Eve where Henry Fonda gets to change her shoes.
