As I recall, the show only lasted one season on USA.
I don't remember the episode title, but I remember the plot was about a mysterious masked art thief. I won't give away who it was.

OK the character receiving the footsie is Smiley Dupree played by Eric George. The episode should be "One Little Indian" because he really falls for this lady.

You are correct about the lucky actor and the episode title, FF. Now to add my two cents, the lovely actress giving the footsie under the table is... drum roll, please... Kristen Wilson.
