The blonde hair guy's name is Jeremie Renier. Go to his IMDB page and see all his films. Go one by one untill find the film you need in order to know the name of the actress.I hope to be helpful.

Thanks, Tust! Checking that page made it easy to spot title Le Fetichiste from 2000, which has a plot description of guy having dream job in shoe store. The actress would be Gwennaelle Simon, I think. And the total runtime for the movie is 23 minutes! Very hard to find, I would think.
