Just saw movie "The Two-Headed Spy" from 1958 on the Military Channel. This movie was virtually unknown until recently, per the discussion on IMDb. Fifteen or twenty minutes from the beginning, this scene takes place when a German officer walks through a nightclub. Look at the woman at bottom of screen, seems to have her bare foot planted on booted leg of an officer. Why was that put there? Movie is really lacking in any sexual element otherwise, although there is some implied romantic interest between 2 of main characters. Really odd touch to scene as I can't imagine an audience the scene would be meant to attract as the movie is not high on action or personality, just more a retelling of facts.

It does. Because the scene seems to be put there with a "foot fetish" in mind, or something similar.
