How to resize photo to use as avatar

I have a photo that I would like to use as my avatar but I have no idea how to make it small enough. It is presently about 68 KB. Can anyone offer any suggestions?

Found out myself. Found a recommendation to download FastStone Image Viewer for free and figured it out.
