Nylon situation at your area?
I live in a big city in Central Europe and I am travelling sometimes to other towns or neighbouring countries. I can tell you guys, that those dark times , when women were putting on pumps just on their barefeet in winter are absolutely a past! From november onwards I saw only like two girls wearing pumps, jeans and no nylons. I mean all women are wearing nylons with skirts or dresses this winter, or nylon socks with pumps!
It was the same last year as well. I can see even women wearing pumps with sheer nylons (not only opaques) in minus temperatures. This is just great! After whitnessing so many barefeet with pumps in winter 2008 and 2009, I couldn't imagine that the stupid trend would totally disappear (at least form this part of the world). I just hope that after the winter we will have a long mild spring which would be perfect spotting lot's of nyloned legs and potentially shoeplay and shoe removal.

In Greece all women wear nylons from October till May. I have nothing to complain about nylons. The only thing that is bagging me are the damned boots!

As frigid and snowy as our winter has been (not far away in Boston, they're estimating well over 6' of snow already this winter!), the only visible hosiery has been concealed by pants, boots, and other more practical attire.
My fiancee still wears her beloved ballet flats to work, but usually wears boots to get there - and has a pair of flats that are less likely to be ruined by the salt, sand and slush.
I was just at a conference for high school students, and since everyone was pretty much stuck inside, it resulted in a mixed bag of results. Many of the advisers (most older, sadly) would wear hose, and in the secrecy of their operations room, many would ditch their shoes openly and walk about nylon-footed. Of the female students I saw, most wore hose though a few opted to go bare-legged with heels or flats. I wasn't in a prime position for watching shoeplay, but at the evening banquet (where plenty of students opted for casual attire versus business attire), there were some girls in the classic skirt/black tights/ballet flats combo, and they were heelpopping all night if not playing. My group of advisers had one token lady among us a few years younger than myself; she wore socks with ballet flats (the same flats she's worn a couple years now), and sadly never really dangled or dipped. Part of me wanted to encourage her to ditch the shoes during our group downtime, but I'd feel guilty flirting so blatantly.

Things improved yesterday..its much warmer about 50 degrees.So I must have witnessed about 100 wearing hose/tights.Some wear wearing flats and some were wearing heels some boots.
I went to the food court at sat near this hot lady in glasses wearing a short skirt,navy blue tights and heels.I got no shoeplay at all and she was there for an hour with friends.I would describe her as a Hispanic Sienna Miller
I did get a great leg show and she caught me looking a few times but didn't seem to mind

Things are looking great! It is going to be an awesome year. I had the same sightings as footsie. I would say 100 to 150 different women in nylons of all colors and sheerness. It was overwhelming. I got some amazing dangling as well from a business woman in the mall. It is going to be an awesome spring. Have you guys noticed even the traditional younger women who wear sloppy clothes have been wearing nylons. At least from my experience. Saw a girl in her late 20's with yoga pants and flats I was disgusted until I saw she was wearing nude hose... boy did my attitude change towards her. lol

I'd be curious if anyone here happens to live in the Los Angeles area, and if they share my perception that this is a great place for hose/tights.
You do have to be in the right part of town (and I don't mean that in a snobbish way but rather by this single criterion).
There's not that much to see in the Westwood area but the business section of downtown is great. Eat lunch there on a weekday at a mid-priced restaurant or cafe and you'll see as much a you can realistically hope to in 2015. (Unless of course you live in Japan! lol)

Sweet and to the point:
My strong preference is for seated, both-feet shoeplay. Dangling, and shoeplay with open-toed shoes or mules, I'm afraid don't do as much for me.

Still boots here as it is generally wet and cold. Otherwise I have seen clogs and socks and flats and socks. Or sneakers. One day I did pass a magnificent woman on the sidewalk going in the opposite direction. It was a very windy day, making it seem colder. She was in heels and hose and a skirt, with an open winter coat. A sudden blast of wind swirled her coat and she pulled it tight around her. As I passed her, I said, "It's still winter!" She gave me a great smile and said, "Yes, it is!" I continued on to the mailbox I was headed to and when I turned to return on my way I saw her far ahead, still walking. I have no idea how far she had walked when I first spotted her and this area is not downtown or a shopping area. But she continued 4 blocks from where I first saw her until she turned down a side street. Very unusual to see a woman in heels walking so far in this part of town. But I was very grateful.
