Irfanview plug-ins

Howdy Folks,
I need some advice on the plug-ins for Irfanview version 3.28.
With the old version I used to be able to extract the frames from videos. Now it won't let me do it no matter the format. I used Any Video Converter to change formats but to no avail.
I can extract the frames from .gif files with no problem.
