To be able to shoot in a relatively dark store, you need a camera that produces acceptable quality at high ISO (1600).
You also need a lens wit good border sharpness at f4 (feet are near the bottom edge), 24 or35mm focal distance.
For landscape (full frame camera) Height of person = 20/focal distance x distance to person.
I am talking about a canon 5Dmarkll or a Nikon D700, D3x or D3 if you can afford it.
You have to carry the camera in something one would normally carry in a shop and, the case must attract the attention, more than the camera.
Carry the case by a grip on the top, and experiment with the load (center of gravity), so that the camera stays horizontal.
Experiment , so you can aim right, because one point auto focus works best.
Avoid frontal light.
Set the time the camera automatically shuts down when not used to at least 30 min. and disable display after a shot to keep power consumption low.
To avoid suspicion, you need a (wireless) remote control to activate AF and shutter.
It is rather technical, but that is how I do it.
