Off the top of my head, there's Candle Boxx (or Boxxx), Kobe Lee, Kayla Jane Danger (sometimes just Kayla Jane), Taylor Raz, and Mistress T. They all do foot stuff, and a lot of them do custom videos (I've seen each of them dangle as part of a video or as its focus at least, plus some more hardcore foot stuff from time to time). If you've never ordered a custom video before, be prepared for some serious sticker shock. I'd suggest Torvea Customs, since they'll do damn near anything in our forum's nebula (including some killer shoe loss/ one shoe videos with Candle Boxx), though I don't know about their prices (the proprietor seems like a nice enough fellow anyhow).
If you're looking to save some scratch, you can always make requests of different clips4sale stores and hope they produce it. It does happen from time to time. You always might get lucky making requests of smaller membership sites like jess-legs; she's fulfilled a few request videos in the past if I recall. When it comes to clips4sale stores that fulfill requests, I know the Johnny Nova collection of stores do that, and I think one of his stores might be devoted specifically to it (yep, it's called SHOEPLAYER REQUESTS, google that with clips4sale and it should come up).
